Board of Trustees Meeting
February 13, 2017
The Board of Trustees of the Geneseo Public Library District met in Foundation Room B at the library on Monday, February 13, 2017. President Bill Menendez called the meeting to order at 6:34 p.m. Board members in attendance were Christine Bergren, Dave Johnson, Craig Patterson and Ray Rogers. Deb Wyffels, Assistant Director, was also present. Board member Mary Farrell attended the meeting via Skype.

Secretary’s Report The minutes from last month’s meeting stand approved as printed.
Financial Report/Bills to Be Paid. The Financial Report was reviewed and will be filed for the auditors. Ray moved that the bills be paid; Dave seconded the motion and it passed by roll call vote, all members in attendance voted “yes.”
Library Director’s Report Please refer to Claire’s written report.
New Board Claire reported that the new board members will be official on the third Monday of May and will be sworn in at the June meeting.
Policy Deb reported that the library’s Sexual Harassment Policy needs to include the Illinois Human Rights Act as amended on January 1, 2016 which refers to the inclusion of transgender people. Craig made a motion that this policy be amended accordingly. Chris seconded the motion and it passed with four members voting “yes” and one voting “no.”
Expenses - Customary Claire reported that the Local Government Travel Expense Control Act went into effect on January 1, 2017. Dave stated that this library has always used reasonable and customary regulations regarding travel, meal and lodging expenses of library employees and/or board members when attending library-related events. He proposed the library pass a resolution that it will continue to follow the guidelines described in HB4379. Chris seconded his proposal and it was passed with all board members in attendance voting “yes.”
Technology Plan It was noted that technology costs have been under budget. Because equipment can break down without warning, this will be helpful should there be any unforeseen failures. Chris Sellman, our computer tech, stated it’s possible we’ll need a new server in three years or so.
Per Capita Grant With regard to required standards, this library exceeds the standard of access: the library is open over 15 hours a week and the tax rate is .15. It is also meets the handicapped-accessible standard.
